If your are doing cupcakes instead of cake... how about getting the kids to decorate their own cupcakes? You could just do plain cupcakes with just vanilla or chocolate frosting and have the kids decorate them themselves. They can put some sprinkles or stick some jelly beans on them, or something like that.
We had kids decorate cookies in our store once and it was a huge success!
Another idea is to do a craft.
For example you could cut paper towel rolls and then cut circles out of cardboard. If you glue the circle onto the paper towel roll you now have a craft cupcake for kids to decorate (along side an adult buddy might be best for this). Then they can put glitter, feathers, googly eyes, pompoms etc... or you can cut up pieces of fabric for them to glue on and make some funky decorative cupcakes.
Or... though this may be tougher to set up you can set up a bit of a scavenger hunt for the kids to do in the park (again with an adult buddy) to find little treats or little toys. All the toys or treats then get divided up among the kids equally so that they all get to go home with something.

Fruit instead of junk - we put satsumas / clementines in ours. Also we put small packets of seeds in flowerpots rather than a party bag - we linked this to telling the story of Jack and the beanstalk then gave each of them a bean to take away and grow - make sure you give the bags to the parents though!Ideas for girls birthday party - party bags, games etc?
My daughter will be 4 on Saturday and she wants Hello Kitty, or you can just do a cupcake theme
